Stop your server and download the plugin while your server is offline. Start your server again and check the server console log for more detailed error information if necessary.

If you want to play a mod or mod pack you have to install these on both the server and your own computer.

Don't use /reload, always restart your server to reload plugin configuration files.

What error message do you get when trying to join your server?

Mind that you have to start your server at least once for the plugin to be able to create its folder and configuration files.
