A player has to have the same mods as the server in order to play on it, unless it is a client-side mod, which only affects the client and not the server.

I haven't been here in a while, but if you want a modpack, you can request one. After it is requested, the official team will see if they want to add it or not. As far as it's been since I remember, it would take a lot of resources to make custom modpacks, and from what I remember I am pretty sure they don't have a way to do this yet. Of anything I said is wrong, one of the official team members can correct me and help you more.

The minimap is a client side mod. So you only need to add it to your profile and not the server.

You can only have a vanilla, modpack, or plugins server. You can not have a modpack server with plugins too, sorry.

Your pack is probably not popular enough, but you can still give us a link to the pack to check it out.
