The modpack system is just not designed like that. The modpack files aren't stored individually for each server

You have to make sure that the installed mods are the same on both. (Out of server-side/client-side only mods)

It is not enough to simply have the same mods installed, they must also be installed in the exact same version. Likewise, the version of the mod loader (Fabric/Forge) must be identical.

Try deleting the paper-world-defaults.yml file from your config folder.
