Yes the client side(PC) forge version needs to match the server forge version.

You can't allocated more ram. You need to remove some plugins to stop getting that error and the server panel should give you a more accurate usage of ram

You uploaded a bedrock world to your Pocketmine server (or the other way around)

Since installing DiscordSRV, some plugins encounter random out of memory errors. Could this possibly be linked to not all memory being allocated (according to /mem)?

As you mentioned after adding DiscordSRV your getting out of memory error so you should try removing that plugin or install an alternative to it.
