Since installing DiscordSRV, some plugins encounter random out of memory errors. Could this possibly be linked to not all memory being allocated (according to /mem)?

As you mentioned after adding DiscordSRV your getting out of memory error so you should try removing that plugin or install an alternative to it.

Would that solve the fact that not all memory is allocated? It could be fixed by telling the serversoftware to allocate more, but no, I should go and remove a functionality! There isn't a suitable alternative to DiscordSRV.

You can't allocated more ram. You need to remove some plugins to stop getting that error and the server panel should give you a more accurate usage of ram
