There is no specific number of downloads required. It's a case by case by case decision. As the suggest page says it can't be added then it can't be added and you can try suggesting the mod sometime later.

Go to plugin folder and delete it manually

So your telling when you try deleting the plugins from the plugins folder it's not deleting? Try using an different browser

Just match the version of that mod. You don't need to remove it

What does it show in the chat when you try becoming op

Recheck if the modpack version on your PC matches the modpack version on your server. If it matches then try reinstalling the modpack on your PC
