I installed mods but doesn't work FIXED

(This forum is resolved).

Today i started a servers with mods (in forge) but when i fixed the problems, why the server crashed, the servers says "Its missing the file: mods.toml" but i don't know how i fix this problem...

Thanks to you i fixed if you question i deleted all mods and start the server when you add a new mod one per one. In my case the problem was biomes o plenty so i deleted it , yes it's much time but there no other option.
