comando block can not be used

Hi I try to use commando units to put it through the comand block but otherwise I get the message (commando blocks are not active)does anyone know how to make the comand active blocks on the server have no idea how to configure plugins is there anyone who can help?I'm from Netherlands and my English is not at its best because sorry for
