Hello, I had a minecraft server and there are many plugins (configs are set) in it and I can't download them with their jar.

You can download the plugin configuration.
Configs are not stored in the jar file.

it doesn't work without jar file configuration folders and I don't know the versions of these jars

Plugin jars are subject to copyright. We can't just redistribute them.
