why are my config files keep resetting

i been playing with my friends in a moded server and we did some config cus there were a mob who was really strong and every where

and then the i stop the server cus we stopped playing and not only the config files are ressted also the keepinventory

i did that and when i open the server its not working

also what about the keep invetory why is it not resting
