so for some reason they cannot use command and i use PowerRanks and try to add permissions to the rank and it still isnt working and later ive tried luckperms and the same thing happend 
Player on my server do not have permissions to commands except the OP's

try luckperms and with vault just dont use powerranks
or if its a issue then just install vault

yes i already do have vault installed on my server and as i said i tried luckperms but the same thing happend its not working

Then you didn't do it correctly.
Read the LuckPerms wiki or watch some tutorials.
Also, "not working" is not a good description of your problem.
