Friend is having issues connecting to server

Hello there

I have a small server just for a few friends and I and my one friend (SnowF0x) is having a hard time connecting and staying connected. As of right now (8:43AM EST) it took him about 3 tries to get in, but usually, he cannot get in at all but for only a minute or two.

He's tried everything on his end, and I've tried. I've given him the DynIP, I've resetted the server, I don't know what else to do.

He just gets the Disconnected or Connection reset.

He resets his minecraft launcher, hes logged in and out of his account, hes reset his router, and hes removed the modpack and redownloaded it.
