Yes, I know it is not in Bukkit or Spigot but I hope you see the use for it. A few people in my server use cracked launchers and they agree that TLauncher is one of the best and allows skins to be changed easily. This is a plug-in for servers that allow everyone to see these skins, where normally only those with the cracked launcher can see the skins.
