in our server ( bedrock edition) we encountered a problem: we can't put anything on chests, like hopper, cartels ecc.
we wanted to build a fish farm

This is a bug in Bedrock 1.19.70 and above. You'll have to wait for Mojang to fix this. In the meantime you may use the work-around:
toggling authoritive-movement in https://aternos.org/files/server.properties
