Help please my Minecraft server is Soo laggy and my ping is okay on other servers but when I join my own server I get 200 to 300 i set the TimeZone to Asia/Manilla cause I'm in the Philippines please help.

The timezone only influences the times displayed in your log, they do not mean server location.
Since you live in the philippines, you live a long way away from Central Europe where our servers are stored. This could very well be the cause of the lag you are experiencing, and there is not really a good solution to this.
