How do i use //wand with world edit. it just says "You are not able to do that. Are you sure your in the right mode?" can someone tell me what to do

That's basically because you don't have enough permissions.

If you use a permission system add the required permissions to your user or group.
If you don't use a permission system make sure that you are op on your server.
