so every time sombody that buyed minecraft not cracked cannot join the server and it say that it is missing a public key can you guys help?

Which launcher do they use?

Cracked launchers like TLauncher are illegal. You should buy the game and use a legal launcher instead.
That being said, you can probably solve this problem by enabling cracked and disabling enforce secure profile in the server.properties. -
