Minecraft 1.13 is not officially released yet.
But you can play the pre release builds of 1.13.

there isn't even a forge for the 1.13 snapshots. and the current ones are kinda kuggy still.

1.13 is still on the Snapshot mode, so the Bukkit/Spigot/Mod or other else for 1.13 is not exist yet!
