Pam's Harvestcraft 1.12.2t

Hello, I have the Harvestcraft mod applied to a server and some things are just not working on it. I made sure that everything is the same version and it is, it's just... not working. The main problem is that a lot of the recipes just don't work, along with mod-oriented ore not spawning in the world. Is there any way this can be fixed? Is it something wrong on my end?

I just checked and no, it does not work in single player.
