I want asking about mod if player not have same mod in my server the player cant play in my server or not?

I believe Tekkit is like this where if you have mods on your server no one has, they can't join unless they have them. Bukkit and a couple of others load the plugins and stuff for all visitors. I only know base info about Tekkit.

A player has to have the same mods as the server in order to play on it, unless it is a client-side mod, which only affects the client and not the server.
