So Basically One block Commands won't work for my server?
I don't know if this is like purposefully implemented so that you won't be able to use commands, but i would like to know just in case. Thanks!

Don't use Spigot/Bukkit they normally don't support that!
Also tell me the Only One Command thingy so i can test is aswell!

No, Command Block is working On Minecraft Vanilla.
There is no difference between the one with multiple

@p, @a, @e Things like that don't work with Essentials or EssentialsX. That's the possible error you are getting. Uninstall EssentialsX And then do the command and re-install it or try putting minecraft:<Insert One Block Command here>
Or an alternative way: If you got Essentials or EssentialsX, try this: /execute <entity type> ~ ~ ~ <command>
<entity type> is whatever you want, including @a, @e, @p or yourself, maybe the entity name
<command> is the command you want to input in (without "/")
