For the past 6 or 7 times I have started the server on the 1.7.10 pack it has made me sit in a 10 minute queue and then the server is starting and stops a few minutes later.

You could try to delete the playerdata, if this does not help I assume that the world itself is corrupt.

okay cool, how do I delete player data and how will that affect people?

Download the map and delete the players or playerdata folder, then upload the map again.
All player related data gets deleted then(Inventories, Achievements etc.).
Create a copy of the world before deleting anythin.

i deleted the playerdata and uploaded the world, still no luck. The server says starting then goes immediately to stopping, without actually being started

So the world is probably corrupted.
