Server stuck on starting (then goes offline)

Hey, so the server my friend and I have been building on has been stuck on starting everytime we load it, but only when we're using 1.12.2.

It was working just fine just last week, but at one point I changed the server to Spigot/Craftbukkit 1.13. Worked fine for the most part but when I tried to change it back to Spigot/Craftbukkit 1.12.2, the stuck on starting debacle happened. We technically would use 1.13 since the server still starts up with it, but for some reason world edit itself doesn't work on 1.13, so we've been trying to use 1.12.2. (Is this a problem as well? With World Edit not working on 1.13? We've configured everything correctly as well, but to no avail)

Plugins we've been using are: WorldEdit, Voxelsniper, Chairstairs, Multiverse-core

Quick question though, is there an explanation as to why World Edit doesn't work on 1.13 so far? Will that be eventually fixed over time?
