Basic Commands

So I created my Server using Bukkit 1.12, added some plugins, made sure i was Op and every other important step, however when I loaded my game i tried doing basic commands such as /gamemode /clear and even /help. Every time it said "An internal error occurred while trying to perform this command" Does anybody at all know how to fix this?
