Force Upgrade is a command line parameter for the vanilla server and therefore currently only works with the default world afaik. Multiverse hasn't been updated yet and thy might add an option to force the upgrade when they do. You still can use your server in 1.13, but the performance will probably be not as good as it is with an upgraded world..

Well. The force upgrade works on every world as I see now... I didn't know because I saw only 1 button force upgrade... Now i have problem here Force Upgrade doesn't work
