Aether II: Need help selecting right mod versions

I'm trying to run a server with just the Aether II Mod. I installed forge 1.12.2, the Aether II mod, and the orbis_api mod and it worked fine in single player. When I tried to make a server, it refuses to start. I have it running on Forge 1.12.2, and I installed orbis_api-1.12.2-1.1.7.jar and aether_ii-1.12.2-1.0.10.jar to the server. Ok so apparently the 1.12.2 is a dev version, but I can't select the 1.17.10 (I think that's the version) mod from the mod list, it only gives me 1.12.2 dev versions. How do I select the version I need?
