Question about denied Mod

Hi I wanna ask why was the mod Zoocraft Discoveries denied? Im just wondering

This mod has only one version available which is in beta state.

It never received any updates and is already some years old

Well the mod creator might update the mod but its highly unlikely that it will be updated to another version.
