My server does not work Millenaire mod. Villages do not spawn and I can not artificially create a village. But I can take blocks from this mod. What could be the problem?

This mod does not work because there are no 2 folders in which the fashion villages are located as well as languages and cultures! That is, the mod itself is useless without these folders! + the server need a mod https://minecraft.curseforge.c…/millenaire/files/2583205
