Hostile mobs not spawning? (Vanilla Minecraft 1.13.2)

I am playing with a couple of my friends on a server, however I'm not noticing any hostile mobs spawning.

Passive mobs such as pigs and cows are spawning on the server, but not hostile mobs.

How can I fix this?

Did your world set to Peaceful difficulty?

No I have not. It is set to Normal.

is the gamerule doMobSpawning is true?

if not do /gamerule doMobSpawning true

and sure that u don't made anything cause that

or any plugin cause that

and try to check again if the difficulity at least easy
