do i have to have a plugin software in order to have a claiming tool

i would like to play mods but keep everyone's items safe at the same time i have been searching through mods for any claiming tools but none are good or even easy to use any suggestions?

or do i have to use plugins?

edit: im using forge 1.12.2

so there is no way to have any type of claiming on a forge server
