I Have Spigot For Minecraft Version 1.12.2, But Some of the plugins I want to use don't support 1.12.2, So I was wondering Can I update my Software from Spigot 1.12.2 to Spigot 1.13.2 without deleting everything I have on the Server?

Yes, you can switch to spigot 1.13.2 without any problem.
But please note that 1.13 is known to be very laggy and bad in performance.
