1.13x servers are extremely laggy, especially with 2-4 datapacks, and is a pain in my butt.
I know you probably can't, but atleast try to figure out a way to fix the TPS lag.
Increase the RAM for 1.13x servers...

Actually, this is mostly Mojang's fault. They didnt rly think about the performance that much, when creating 1.13. And since Aternos has it's limits, well... That makes it even heavier. Tho Aternos has already added more RAM to 1.13.
I would recommend using PaperMC (If you're not already). And if PaperMC is lagging, then i guess you should downgrade to 1.12.2 for now. -

These servers should at least have 2 GBs of RAM. Might help.

The problem is not the RAM!
The problem is the general performance of 1.13.2.
Not all problems get solved by just increasing the RAM!
