I cant figure out how to get /tpa and /sethome etc to work on the server i've watched countless video's on how to fix it and i cant no other Essentials plugin works for 1.14 please help (note im trying to use it for Unopped people)

delete EssentialsXAntiBuild and EssentialsXProtect.
if you want to use for unopped people you need permissions plugin
like LuckPerms
