can you please add the mod "Max's Heroes Addonpack"?

Max's Heroes Addonpack is an addonpack for Speedster Heroes & Heroes Expansion mods, that lets you get new powers and suits.
I know that it have been rejected before because it isn't a mod but i noticed that an addonpack "NotEnoughHeroes" has been added, so why can't "Max's Heroes Addonpack" be added too?
