I know that we have plugins that do the same as this mod, but would appreciate if you add the mod “States” since we can’t use plugins and mods at the same time

Description:
So what's this "States" mod?
It is a "multi-layer" protection mod, at least as I do call it.
The protection levels are Chunk -> District -> Municipality -> State.
Players can create Municipalities, and Municipalities do consists of Districts,
Districts can have their own type, like "commercial, industrial, residential, etc",
Districts do consists of claimed Chunks. Chunks can be owned by any of the
protection layers, or by players them-self, they can be sold et cetera.
Municipalities get new titles based on size (Village, Town, City, etc)
