I am trying to create a server with forge for 1.12.2 and I have tried to install several mods such as biome or plenty or the heroes armory but when I click the download button it appears as if it were downloading and after a while it comes out that I can download it again . also when opening the mods folder says that it is empty.

I've tried reinstalling forge and obviously clicking install while the server is offline, regenerating my world, logging in and out and nothing works. I tried staying on the page for like 5 minutes after the downloading thing is done and still there's no mods in my files tab. No clue what to do lol. If anyone can help thank you!!
