Plugin folder wont download

I trying to download the plugin Crazy Enchantments, version 1.8 Dev Build v6.1. I currently have the file in my plugins list, however, whenever I start my server, the folder is not created for this specific plugin. All other plugins I have tried have worked fine. I also have tried reverting to different versions of Crazy Enchantments. But I am unable to interact with any of the built in GUI's.

I don't see anything in the log that says why it doesn't create a folder.

Actually, I've found out that when downloading the plugin, it's saved as a txt file. Is there a way to change this so that the folder is created when starting the server
