How to setup so not only oped people can use the /warp command and /kit command

by using a permissions plugin and adding permission nodes to users, ranks or groups

To give access nodes to people, you will need a permissions plugin. I personally recommend permissionsex and so i will give you a few steps for that.

1 install permissionsex https://aternos.org/addons/a/bukkit/permissionsex

2 install vault https://aternos.org/addons/a/bukkit/vault

3 restart your server or start it if its offline.

4 go to the console https://aternos.org/console/ and type;
pex user username add permissions.*

5 add the permission nodes to ranks or users

this can be done by doing either of these things

/pex user (user) add (permission node)

/pex group (group) add (permission node)

note that the default group is where people automatically should be added to

to set someone to a group, do the following:

/pex group (group) user add (user)

Permissionsex does not exist anymore. What should I do?

Use another plugin.

The permissionsex developers suggest the use of Luckperms,

however i would personally suggest using a plugin like UltraPermissions
