"The fire is disabled !" How can I fix it?

When I try to light something with lighter I get a message - "The fire is disabled !"

How can I fix it?

Setting flag "lighter" to allow in __global__ don't work.

(Plugins: BlockParticles, Multiworld, WorldEdit, Essentials, NoTrashPl, TNTFly, KevsPermissions, WorldGuard)

Tried, also lighter doesn't works even if there's no plugins
