Suggestion: editing permissions.yml

Would like to edit the permissions.yml file for a chat server, tried accessing it by typing /permissions.yml when on the files page, and it says Access denied, without perms I can't grant perms to my admins & mods unless i give them op (which i wouldn't do for mods)

Use UltraPermissions, EssentialsX and vault to set up permissions for ranks or players and to give them access to commands from certain plugins and stuff

NOTE:

if you use UltraPermissions, keep in mind they have left it to the aternos moderators, helpers and team members to give you guys support when it comes to Ultrapermissions.

I did search for "permission" on the plugins page, every plugin ther i got didnt support 1.1.5.1

Still shows that its only available for 1.14 in the aternos plugin version selector. Is that normal
