You should make the RAM distribution like: You install the server and all the mods, everything. Then, you can start a benchmark and the server will run for 1 hour with a ghost player exploring / loading new chunks. The average / maximum amount of RAM is what the server will be given

as a free service aternos only has a limited amount of ram that they can distribute to the servers. While they try to keep it playable they cant just go ahead and assign a server as much ram as it might "need". Especially since (if I understand that correctly) servers will clean up the ram they use if they get close to their limit => decreasing ram requirements
