How do I let other people in my server do /mv tp (world) cause only op's can do it so how do you let members do it?

Du you have LuckPerms installed then you should be able to
Code/lp <group/user> <group name/username> permission set multiverse.portal.access.* truegives rights to enter any world for group/user
but you would have to make groups and assign them.
