What difficulty is it on? Maybe if you have e plugins, one of them could be glitching, and etc

If the difficulty is on peaceful mobs won't spawn

Double check again, to make sure your server isn't running peaceful. if there is an issue I would recommend you reinstalling your server and set it up in normal/hard difficulty.
