So, I'd like to request to add two plugins, Hellconomy and WG-GUI

WG-GUI is exactly what you think it is, it's a gui or a menu to use for WorldGuard.

HellConomy is a very leightweight economy plugin, which is an alternate version of TheNewEconomy.
