PLugins not working

So I just started a minecraft server with spigot installed. Its on 1.152 and i have installed some plugins like vault, player warps , world gaurd, dead chests,etc but their commands dont work for some reason.

Pls Help.

So i restarted the server a couple of times and most of the plugins are working but the player warps plugin commands are still not working.i am using player warps build 15 and am not able to create warps thus.

Sorry for the late reply but I figured out what was wrong thanks though.
