Is on your server Bukkit or Spigot installed?

Hexxit is Bukkit with Forge.

You can't have a modpack and plugins, only 1 or the other

No, Hexxit is a regular mod pack.
It's not possible to use mod packs in combination with plugins, that's why they don't work.

But, I have an idea: can you add cauldron? This is Forge with Bukkit: http://cauldron.minecraftforge.net

It's not easy to implement single mods.

This isn't a mod. This is an other serversoftware. But i forgot, that you cant install single mods.

That's what I meant, Forge doesn't make sense without any mods.

But you can edit some Modpacks and change Forge to Cauldron.

The big problem here is to make it easy for you to install mods.
