I wound really like for you to add a Plugin to the Plugin List,
Its called Administration Menu.
https://dev.bukkit.org/projects/administration-menu
It has function of most Admin Plugins but this one has-
1. open a player's inventory
2. Open a player's Ender Chest
3. Mue/Unmute other players
4. Warn a payer with a reason message
5. Tempban with for a certain time
And much more.
It helps to give Server Owners more control within one GUI accessed by one command!
