It's actually possible. You can just upload them to the /addons/lucky (or /addons/lucky_block on older versions) folder of your server.

You might have to start the server once with lucky block installed for the folder to be created.
This also won’t work on modpack servers, only on normal Forge servers with lucky block installed. -
kurt nvm, roman and some other staff in dc said it was a bug and didint work in 1.7.10 yet
