I wrote this thread to ask If you would like to add a plugin called PlayerSkills.
It has all I requirements I know of (requirements for aternos plugin add).
It Is Free, It is Spigotmc And No External Download
Plugin Description:
PlayerSkills allows your players to spend their XP levels on Skill Points. With the skill points they can then spend them on certain skills. The following skills are: Strength, Criticals, Resistance, Archery and Health.
