How come my plugin request (https://poggit.pmmp.io/p/PocketRadio/4.2.0) is Denied even though in the Java Softwares there is a similar plugin like this... Java Plugin (https://aternos.org/addons/a/spigot/19287 or https://www.spigotmc.org/resources/noteblockapi.19287/)

I wouldn't know but I can only answer that java plugins shouldn't be compared to plugins for bedrock plugin softwares. Or atleast not in cases of requesting plugins

That was at a time where it was not possible to upload custom files eg. nbs.
The plugin is added now. It's not yet possible to upload files, but this will be fixed in the next days
